The Apparatuses of the Mohammed VI Foundation of African Oulema
Under the Dahir No 1-15-75 Ramadan 1436 (24 June 2015) Establishing Mohammed VI Foundation of African Oulema and modified by Dahir No 1-16-81 of 16 Ramadan 1437 (22 June 2016) Establishing the transfer of the Registered Office of the Foundation to Fes, the apparatuses of the Mohammed VI Foundation of African Oulema are the following:
- 1- The Higher Council of Mohammed VI Foundation of African Oulema
- 2- The Executive Bureau of Mohammed VI Foundation of African Oulema
- 3- The Vice Presidency of Mohammed VI Foundation of African Oulema
The tasks of the Higher Council of Mohammed VI Foundation of African Oulema
The Higher Council shall be in charge of the general affairs of the Foundation. It shall decide on all the issues in which the Foundation takes an active interest and makes decisions that allow it to attain its objectives, namely:
- To define the general orientations of the Foundation;
- To study and approve the Foundation’s annual action program;
- To examine the questions submitted to it by the President of the Foundation;
- To discuss and approve the Foundation’s budget project;
- To examine and approve the project of the Foundation’s rules of procedure;
- To study the applications of the would-be members of the Foundation and to submit them to the President of the Foundation;
- To approve the annual report on the Foundation’s activities and the financial report mentioned in Articles 23 and 25 of the Dahir;
- To take cognizance of the report prepared by a chartered accountant on the financial situation of the Foundation.
The tasks of the Executive Bureau of Mohammed VI Foundation of African Oulema
The Executive Bureau shall perform the following tasks:
- Take all the necessary measures to ensure the good functioning of the Foundation, work towards enhancing its performance and to monitor the follow-up of the implementation of its activities.
- Set up projects and programs to be presented in the meetings of the Higher Council of the Foundation
- Coordinate the work of the committees emanating from the Higher Council ;
- Examine the reports to be presented to the Higher Council, before submitting them to the latter for approval.
The tasks of the Vice Presidency of Mohammed VI Foundation of African Oulema
The Vice President of Mohammed VI Foundation of African Oulema is appointed by Dahir. His tasks are:
- Managing the affairs of the Foundation and ensuring its smooth operation;
- Making provisions for the preparatory work necessary for holding meetings of the Higher Council;
- Implementing the decisions made by the bodies of the Foundation;
- Representing the Foundation to third parties and in court;
- Signing cooperation agreements and partnerships on behalf of the Foundation and submitting them to the Higher Council for approval;
- Preparing an annual report on the activities of the Foundation and submitting it to the Higher Council for approval.
The Vice President of Mohammed VI Foundation of African Oulema shall be the official spokesperson for the Foundation. He may appoint one of its members to deputize for him.
The Vice President of Mohammed VI Foundation of African Oulema may delegate, under his responsibility, part of his powers to the Secretary General.
